Learning resources support commercial operation of distributed energy resource aggregations

New learning resources from ISO New England cover the transition of distributed energy resource aggregations (DERAs) from registration to commercial operation.

DERAs may now participate in the region’s wholesale electricity markets through frameworks established under Federal Energy Regulatory Commission (FERC) Order No. 2222.

The learning resources are designed to help market participants understand the activities, responsibilities, and operational considerations associated with activation and market participation. They include:

  • From Registration to Commercial Operation, a video that discusses the activation process, stakeholder roles and responsibilities, and how activation enables market participation. The video also highlights the differences between registration and ongoing operations and explains how existing reliability and operating requirements continue after activation.
  • Registration-to-Operations Process, an infographic that provides a visual overview of the activities that occur as a DERA progresses from registration through activation and ongoing operations. This resource illustrates key process steps, coordination points, and operational milestones across the DERA lifecycle.
  • Commercial Operation Readiness, a checklist that identifies key activities and considerations participants should review prior to commercial operation. The checklist serves as a practical reference to help aggregators prepare for activation and ongoing market participation.
  • What Changes at Commercial Operation, a quick reference guide that explains what changes, and what does not change, when a DERA moves from registration to commercial operation. Participants can use this resource to understand how market participation, dispatch eligibility, and operational responsibilities are affected by activation while recognizing that existing interconnection requirements, reliability obligations, and operating restrictions remain in place.
  • Roles & Responsibilities at Activation, a job aid that provides an at-a-glance summary of the responsibilities of ISO New England, aggregators, distributed energy resources (DERs), host utilities, and local control centers (LCCs) following activation. This resource serves as a convenient reference for understanding stakeholder roles during commercial operation.
