ISO-NE issues summer update to Wholesale Markets Project Plan

ISO New England has published the latest edition of its Wholesale Markets Project Plan (WMPP). The plan lists the status of 15 markets-related projects as of June 2026, including three new projects added since the last edition in December 2025. Published every summer and winter, the WMPP is a companion piece to the ISO’s Annual Work Plan (AWP), which is published in the spring and fall.

The ISO undertakes many projects and initiatives for the continued development of the region’s wholesale electricity markets.

Capacity Auction Reforms (CAR) continues to be the most significant current project. It will transition the capacity market to a prompt and seasonal market with capacity accreditation and resource deactivation reforms. The Federal Energy Regulatory Commission (FERC) accepted the first phase of this project in March. Stakeholder discussions on the second phase are ongoing, with a FERC filing expected by the end of the year.
