2025 Report of the Consumer Liaison Group released

ISO New England and the Consumer Liaison Group (CLG) Coordinating Committee have issued the 2025 Report of the Consumer Liaison Group.

The annual report features summaries of the 2025 CLG meetings, updates on ISO New England activities and initiatives, and an outline of the CLG Coordinating Committee’s priorities for 2026. Additionally, the report provides an analysis of retail electricity rates in the six New England states, and current and historical data on the region’s wholesale electricity costs.

The CLG was created in 2009 to facilitate the consideration of consumer interests in determining needs and solutions for the regional power grid. CLG meetings are free and open to the public. Participants generally include consumers and consumer representatives (including state consumer and ratepayer advocates), business and industry associations, chambers of commerce, individual businesses, trade groups, nonprofit organizations, and other electricity users. State regulators, including those who are New England Power Pool members, are regular, active participants in CLG discussions.

The CLG meets quarterly, with each meeting addressing a regional electricity and consumer issue identified by the CLG Coordinating Committee. Roughly 600 people attended CLG meetings in person or virtually in 2025.
