First CLG meeting of 2025 features discussion on energy efficiency and demand forecasting; video available

The first Consumer Liaison Group (CLG) meeting of 2025 featured a panel discussion on energy efficiency as well as several question-and-answer sessions with in-person and online attendees.

The meeting began with remarks from Don Kreis, consumer advocate for New Hampshire and CLG Coordinating Committee co-chair.

Two city of Providence officials, Priscilla De La Cruz, director of sustainability, and David Ruggiero, energy and resilience initiatives administrator, provided a community welcome focused on programs aimed at aggregating power and reducing carbon emissions.
Peter Gill Case, vice chair of the Rhode Island Energy and Efficiency Resource Management Council, provided the keynote address.

Anne George, vice president and chief external affairs and communications officer at ISO New England, provided a regional update that covered markets, operations, and system planning. The presentation also highlighted that ISO New England was the first to include energy efficiency in wholesale energy markets and develop a long-term forecast to capture the impact of this reduction of energy.

A panel discussion followed, featuring presentations from Brett Feldman, energy efficiency manager at Rhode Island Energy; Marianne Perben, director of planning services at ISO New England; and Dave Westman, director of regulatory and state agency affairs at VEIC. Jamie Dickerson, senior director of clean energy and climate programs at Acadia Center, served as moderator. Dickerson is also a member of the CLG Coordinating Committee representing Rhode Island.

The final presentation of the day was “Rethinking Load Growth in U.S. Power Systems” by Tyler Norris, a fellow and PhD student at the Nicholas School of the Environment at Duke University.
