ISO-NE conducts FCA 16, requests expedited FERC action on Killingly rehearing request

ISO New England conducted the 16th Forward Capacity Auction (FCA 16) as scheduled Monday, February 7, 2022.

FCA 16 was conducted in accordance with the ISO’s tariff, and with the recent D.C. Circuit Court of Appeals order staying the January 3, 2022 order from the Federal Energy Regulatory Commission (FERC), which had terminated the Killingly Energy Center’s capacity supply obligation.

As explained prior to the auction, the ISO calculated the FCA 16 results with and without Killingly, creating two sets of results that have unique prices and quantities cleared. The ISO will release one set of results once there is greater certainty about Killingly’s status. To that end, the ISO has filed a motion with FERC requesting expedited action on the pending rehearing request.
